Innovation Activity
Innovational reconstruction of the republican economy is impossible without creating innovational institutions and the corresponding infrastructure. Hence, the main goal of the Government of the Republic of Karelia in the sphere of innovations is creation of the regional innovative system, which will include legal, informational, financial and personnel resources, as well as a functioning infrastructure of innovational activity, consisting of a network of the centers of technology transfer, techno-parks, business incubators, and consulting firms.
The Government of the Republic of Karelia provides help in purchasing modern industrial technologies and formation of innovative environment. The interaction with the enterprises of the Republic of Karelia was and is carried out within the framework of the project “Examining the Supply and Demand on the Market of Research-Intensive Services in the Republic of Karelia”, which was done by the request of the Government of the Republic of Karelia by a research group of Petrozavodsk State University.
The research resulted in an important outcome: the group of enterprises was found out that are potentially capable of introducing research-intensive (innovative) technology.
In general, one can divide the surveyed enterprises (about 300) into three active groups, which comprise 64% of the total number of enterprises:
Group 1: those who use innovative technology.
Group 2: those who use existing technology and plan to use innovative technology.
Group 3: those who use existing technology and do not plan to use innovative technology.
Unfortunately, 36% of enterprises do not plan any modernization.
During the project, concrete needs of enterprises were found and offers from research and development organizations were searched for. The analysis of technologies, introduction of which will allow to solve the existing problems of enterprises, comes down to the search of exiting innovative technologies in research organizations in the Republic of Karelia, as well as in other regions.
A special database was created during the implementation of the project; it contains information about enterprises and organizations of the Republic that introduce the results of research into their work, as well as research organizations that can provide the corresponding technologies. An automatic search system was created that can match the customer and the suitable contractor, by means of the search in the database. There is an interactive website that provides the contacts between the consumer and the producer of new technologies.
Thus, the process of offering technological information and new technologies to the enterprises of the leading branches of economy of Karelia is developing. Research and development in this area is financed by corresponding allocations from the republican budget.
Creating innovative system in the Republic of Karelia is implemented both by means of the growing number of enterprises that produce innovative products and by means of the work of organizations who are transferring new technologies from other regions. Mass media regularly publish materials about innovative technology, describing its advantages and its necessity today. Higher educational institutions increase the number of hours allocated for the course “Innovative Management”. Youth organizations participate in this work, as well. Ministry for Economic Development of the Republic of Karelia has approved its target program “State Support of Innovative Activity in the Republic of Karelia for 2008-2010”. This program is aimed at developing innovative infrastructure, the mechanisms of supporting the subjects of innovative activity, as well as at informational and legal support in this sphere. There is a range of other measures used to develop innovative system.
A certain part of innovative production is produced by small businesses: fire fighting robots, testing equipment and the devices used for measuring in the area of electromagnetic compatibility; equipment for cleaning waste water and natural water on the basis of own technologies, materials based on carbonic schungites for use in various branches of industry, software products and a number of other research-intensive products which are in demand on the market.
There are two centers working on transfer of technologies: at Petrozavodsk State University and at Karelian Research Center of the Russian Academy of Sciences; they work with participation of the Ministry for Economic Development of the Republic of Karelia.
Techno-parks were actively organized in Karelia in 2007. Petrozavodsk State University started a project on organizing and developing an IT-park, which will be the first stage of the learning and production complex of the techno-park of the University. “Promquarts” joint stock company is developing a project of creating a mineralogical techno-park. Mineralogical “Technopark-Basis” will be situated in Petrozavodsk.
The location for “Technological Village” has been determined. The project is implemented in cooperation with Finnish partners. This and other techno-parks are in the organizational and discussion stage.
Financing for innovative development is implemented by means of government contracts for research and development in this sphere. 22 research and development contracts were financed; another 14 were financed through the agreement between the Government of the Republic of Karelia and the Russian Foundation for Fundamental Research, as well as the Russian Human Science Foundation.
At the same time, the need for detailed information about resource and infrastructural potential of the Republic, the necessity for general and applied research leads to increasing financial support, which is impossible to provide only using the state financing. This problem can be solved by means of the partnership between the state and private businesses; and certain steps have been made in this direction; in particular, the opening of the branch of North-West Center of Venture Research has been discussed. The main function of this Center will be to provide participation of private capital in implementation of innovative projects in the region.

Research and Production Company «Proryv»
«Proryv» is the Russian Federation leader in developing and producing testing equipment and measuring devices in the sphere of electromagnetic compatibility; it occupies the leading place in Russia and CIS in supplying testing centers and organizations with testing equipment. This equipment was introduced and
is operating successfully in more than 50 organizations of Russia and CIS countries.
At present, the company has developed and is producing over 30 types of testing generators and additional measuring devices – the widest range of domestic products for tests of electromagnetic compatibility, as well as equipment for testing impact electric strength of insulation, and other special types of equipment.

Engineer Center of Fire Fighting Robotics “EFER” joint stock company
The Center occupies one of the leading places in Russia and CIS in manufacturing nozzle fire-fighting robotics. At present, the «EFER» Center produces about 70 types of nozzle fire fighting products; that is, all the types stipulated by the Russian standards GOST R 51115-97, as well as fire-fighting robots. The manufactured products correspond to the state of the art in this sphere. The novelty of technical solutions is confirmed by inventor’s certificates and patents. Master stream nozzles are widely used in gas, oil and forest industries on the objects of such companies as “TNK”, «Lukoil», «Gasprom», “KTK-R” and others. Stream nozzles are installed on fire trucks, fire boats, and forest fire tractors. The products made by «EFER» are sold all over Russia and CIS countries – Ukraine, Byelorussia and Kazakhstan. The demand for these products is growing year after year, therefore the number of equipped workplaces for production and research personnel has also considerably grown.

The annual turnover in the last 5 years is between $150,000 and $250,000. The sphere of activity:
1. Development of new and adaptation of the existing efficient
technologies for purifying natural and sewage water, by concrete
consumers (reconstruction, new construction).
2. Production, delivery, installation, testing and regulating
of the following ready-made equipment:
– for treatment of domestic sewage water;
– for treatment of rainstorm and reused water;
– for removing gasoline fumes at gas stations and oil storage plants;
– for treatment of industrial sewage.

NPK «Carbon-Schungite»
The company is mining Zazhoginskoye schungite rock deposit – the only used deposit of this mineral in the world.
Schungite rocks possess sorption, catalytic and bactericide features. The company is engaged in research of using schungite properties: as coke replacement in blast-furnace and thermal electric production; schungite pigment for any base paints (oil, latex, water soluble), as well as anti-stick and decorative material; filling for building materials (concrete, brick, masonry mortar and plaster mix, asphalt), which gives them electro conductive, antistatic and radio screening properties; filling for rubber, plastic, mastic, and other composition materials replacing technical carbon and white soot, and adding new qualities to the materials; drinking water purifier from oil products and other organic substances; for using in medical and cosmetic spheres, and others.

“Energoresurs”
The company is engaged in designing devices for efficient use of heating energy. The company produces heating stoves, fireplaces with fast heating systems, and heat accumulators using the cheap night rate electricity, as well as solid, liquid, and
gaseous fuel. Today there are stationary heat accumulators STE “Pech” and “Stena”. Their introduction ensures reliable heat supply in places with unstable supply of energy, reduces losses in power lines and transformers at nighttime, releases the capacities
of generators during the day, reduces loads on power lines and transformers during the day, increases electrical system stability and improves the quality of electricity.
