The target model is a set of factors to ensure a favorable investment climate in the selected priority areas.
By order of the Government of the Russian Federation of January 31, 2017 № 147-r , target models were approved to simplify business procedures and increase investment attractiveness in the constituent entities of the Russian Federation.
1. Obtaining a building permit and spatial planning
The target model aims to improve the efficiency of building permit procedures.

The target model is aimed at increasing the efficiency of the procedure for state registration of rights to property and the quality of the registration process.

3. Cadastral registration of land plots and immovable property
he target model is aimed at increasing the efficiency of the procedures for the provision of land plots that are in the state (federal, regional) or municipal ownership, and the registration of real estate objects in the state cadastral registration

- Availability of documents for territorial planning and urban planning zoning
- Accounting in the Unified State Register of Real Estate of Land Plots Located on the Territory of a Constituent Entity of the Russian Federation, with the boundaries established in accordance with the requirements of the legislation of the Russian Federation

- The term for approval of the layout of the land plot on the cadastral plan of the territory

4. Implementation of control and supervisory activities
The quality and efficiency of the organization of regional state control (supervision) (hereinafter - SCN) is one of the factors that form the investment attractiveness in the constituent entities of the Russian Federation. The target model is aimed at solving the following tasks: reducing the administrative burden on business, stimulating the exit of entrepreneurs from the “shadow” sector, forming clear rules for organizing control and protecting the rights of entrepreneurs, creating a level playing field for doing business.

- Adoption of provisions on the types of regional SCN
- Adoption of administrative regulations for the execution of the state function for the implementation of the regional SCN
- Ensuring posting on the official websites of state bodies on the Internet for each type of regional SCN lists of regulatory legal acts or their individual parts containing mandatory requirements, the assessment of compliance with which is the subject of the regional SCN, as well as the texts of the relevant regulatory legal acts
- Preparation of proposals for determining the criteria for classifying the objects of the regional GKN to a certain risk category (hazard class) for 7 priority types of the regional GKN
- Approval of criteria for classifying controlled entities (objects) into a risk category (hazard class)
- Drawing up a plan of inspections for 7 priority types of regional GKN based on a risk-based approach
- Approval of the procedure (methodology) for assessing the effectiveness and efficiency of control and supervisory activities, including indicators of the effectiveness and efficiency of control and supervisory activities, the procedure for ensuring their accessibility, the procedure for monitoring the achievement of these indicators and incentives depending on their achievement by employees of control bodies (supervision )

5. Support for small and medium-sized businesses
The target model is a set of minimum necessary actions by authorized executive bodies of the constituent entities of the Russian Federation, as well as organizations that form the infrastructure for supporting SMEs and operating in the territory of the constituent entity of the Russian Federation. The introduction of the target model will make it possible to form in the regions a basic infrastructure for supporting entrepreneurship, as well as to increase the level of accessibility of support measures both for citizens planning to carry out entrepreneurial activities and for operating SMEs.

6. Availability and quality of regional legislation on mechanisms for protecting investors and supporting investment activities
The target model is aimed at improving the quality of regional legislation on mechanisms for protecting investors and supporting investment activities, created in the process of introducing a standard for the activities of executive authorities of a constituent entity of the Russian Federation to ensure a favorable investment climate in the region.
7. Effectiveness of feedback and work of direct communication channels of investors and the leadership of a constituent entity of the Federation
The target model is aimed at increasing the efficiency of feedback and the operation of direct communication channels of investors and the leadership of the constituent entity of the Russian Federation, created in the process of introducing the standard for the activities of executive authorities of the constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

- Updating the composition of the council under the highest official of the region
- The format of the council's activities under the highest official of the region
- Monitoring the implementation of the regulations for support of investment projects on the principle of " one window "

8. The effectiveness of a specialized organization for attracting investments and working with investors
The target model is aimed at increasing the efficiency of the specialized organization, created in the process of introducing the standard for the activities of the executive authorities of the constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

- The existence of a procedure for the formation, approval and control over the implementation of performance indicators of a specialized organization
- Availability of approved indicators of the performance of a specialized organization
- Ensuring achievement of the established key performance indicators, transparency of reporting on performance results
- Legal support of investment projects on the principle of "one window"
- Availability of a motivation system for managers and employees of a specialized organization
- Approval of "operational drivers" for the effectiveness of a specialized organization
- Implementation of elements of a customer relationship management system
- Providing the possibility of placing information on the work of a specialized organization, investment projects and sites on the investment portal
- Training system for employees of a specialized organization
- Participation in national and international events in order to promote investment opportunities of the constituent entity of the Russian Federation (taking into account financial capabilities)
- Conducting regional and municipal events with the attraction of potential investors (taking into account financial capabilities)
9. Quality of the investment portal of the constituent entity of the Federation
The target model is aimed at improving the quality of the investment portal created in the process of introducing the standard for the activities of the executive authorities of the constituent entity of the Russian Federation to ensure a favorable investment climate in the region.

10. Connection (technological connection) to electric networks
The target model provides for technological connection to power grids within 90 days, including the conclusion of an agreement on technological connection to power grids - 10 days, work performance - 70 days, registration of the fact of technological connection - 10 days. The “model object” is the technological connection of power receiving devices with a maximum power of up to 150 kW inclusive.

The target model determines the procedure for reducing the time required for connection (technological connection) to gas distribution networks, and their number, and provides for the following terms: conclusion of an agreement on a connection (technological connection) of capital construction facilities to the gas distribution network - 30 days, implementation of measures - 90 days, gas start-up - 15 days.

The target model, developed on the basis of the best regional practices, determine the procedure for reducing the time required for completing the procedures and their number required for connection to heat supply systems, connection (technological connection) to centralized water supply and wastewater disposal systems.

By the Order of the Government of the Republic of Karelia № 109r-P of March 1, 2017, roadmaps were approved for the implementation in the Republic of Karelia of all target models to simplify business procedures and increase the investment attractiveness of the constituent entities of the Russian Federation.
